On September 22, 2026, the British Columbia Provincial Nominee Program issued no fewer than 10 invitations to apply for provincial nomination through its Entrepreneur Immigration category. Ten invitations went to registrants under the Base category, while fewer than five went to the Regional pilot stream, with both streams requiring a minimum score of 119.

Trends in cut-off scores

The Base and Regional Stream cut-offs both rose to 119 on September 22. This marks the highest threshold for each stream since earlier in 2026 and the second consecutive month both streams used the same score.

The Base cut-off rose three points from 116 on August 25. The minimum score of 119 is the highest since February 10, 2026, when the round closed at 121. Base scores have otherwise stayed in a narrow band between 115 and 118 since March 2026.

The Regional pilot cut-off also rose to 119 from 116 in August. This score is the highest since the March 10, 2026 round, which closed at 129.

Context within 2026 activity

This round marked the province’s tenth entrepreneur-focused selection round of 2026. Under these 10 selection rounds, the province conducted 17 draws-10 targeting Base Stream candidates and 7 targeting Regional Stream candidates.

Counting only rounds where the province published an exact figure, British Columbia has issued at least 114 Entrepreneur Immigration invitations in 2026. Factoring in Skills Immigration invitations, which number over 5,300, the BCPNP had issued no fewer than 5,414 invitations over the course of 2026. Most BC PNP invitations continue to go through Skills Immigration.

The Skills Immigration registration pool held 8,013 registrations as of September 1, 2026, with the largest concentration being 1,559 registrations scoring between 100 and 109 points. Recent Skills Immigration rounds have been highly targeted.

Entrepreneur Immigration process and requirements

The process toward permanent residence under both entrepreneur streams includes developing a business proposal, registering with the BCPNP, and receiving a score. Candidates then wait for an invitation from the registration pool, which is based on factors like business proposal, personal net worth, investment amount, job creation, language ability, education, and work experience.

An invitation allows the registrant to submit a full provincial nomination application within four months. Approved applicants sign a performance agreement with the province, come to British Columbia on a work permit to establish the business, and can then be nominated for permanent residence once they have met the agreement’s terms. After receiving a nomination, candidates can submit an application for permanent residence to Immigration, Refugees and Citizenship Canada.

The two streams have distinct pathways. The Base category requires a business anywhere in British Columbia. The Regional pilot is designed for smaller communities and carries lower investment and net worth thresholds. Regional Stream candidates must complete two additional steps at the outset: selecting a participating community that fits the proposed business concept and completing an exploratory visit to secure a community referral.

Applicants without a post-secondary credential must have at least three years of active business ownership and management experience within the past five years, during which they held full ownership of the business. Nomination applicants approved by British Columbia are issued a work permit support letter for a federal work permit application.

Since June 9, 2026, nominees applying for permanent residence through a base PNP pathway have been able to apply for a Bridging Open Work Permit months sooner under a temporary federal measure. This removes the need to first receive an Acknowledgement of Receipt for their permanent residence application. Those who meet the terms of their business performance agreement and are nominated may become eligible for this permit after submitting their application.

Candidates who received an invitation must submit a provincial nomination application within four months of receiving it to proceed toward a work permit and eventual permanent residence.
