The Manitoba Provincial Nominee Program (MPNP) issued 793 Letters of Advice to Apply (LAAs) in a draw on September 10. According to the CICNews report, 508 of these invitations were specifically for Manitoba graduates and the spouses of Manitoba graduates.

Selected candidates have 60 days to submit a complete application for a provincial nomination. A successful nomination can lead to a work permit support letter for a federal work permit application. Provincial nominees may also become eligible for a bridging open work permit after they submit their permanent residence application.

The province conducted the draw through two main streams: Skilled Worker in Manitoba and Skilled Worker.

Of the total 793 LAAs, 272 were issued to candidates who had declared a valid federal Express Entry profile number and job seeker validation code.

Selection criteria for skilled workers

Within the Skilled Worker in Manitoba pathway, invitations were based on three distinct categories. The largest group was for candidates who indicated they or their spouse had completed post-secondary education in Manitoba. These candidates needed an Expression of Interest (EOI) profile score of 825 or higher. The province states that those selected on this basis must provide a diploma and transcript as proof of their Manitoba education when applying for nomination.

The second category targeted healthcare workers. The MPNP invited top-scoring candidates who declared current employment in Manitoba in an occupation under Broad Occupational Category 3 of the National Occupational Classification (NOC) system. This broad category includes specialized middle management, direct patient-care roles, and health service support positions. It encompasses four major groups: assisting occupations in support of health services (NOC 33), professional occupations in health (NOC 31), specialized middle management occupations in healthcare (NOC 30), and technical occupations in health (NOC 32).

The final category under this stream was for francophone candidates. The province issued 11 LAAs to individuals who indicated French as their preferred language for communication with the MPNP and who held valid French-language test results.

Other pathways and work permit options

The separate Skilled Worker stream resulted in 41 invitations. These went to skilled workers, both in Manitoba and overseas, who had been invited by the MPNP under a strategic recruitment initiative or the now-expired Temporary Public Policy to Help Work Permits for Prospective Provincial Nominee Program Candidates.

The report notes that candidates not invited in this draw but who remain in Manitoba's EOI pool may qualify for special work permits under a temporary public policy. To be eligible, they must hold a Manitoba support letter issued on or before December 31, 2025, confirming their EOI pool placement by that date. They must also currently hold, have recently held, or have applied to renew a work permit.
