The UK Home Office laid Statement of Changes HC 584 before Parliament on September 3, 2026. Most of the rule amendments will take effect on October 8, 2026, with other provisions staged for later dates in October, November, and December.

A significant change grants new work rights to certain Skilled Workers. From October 8, a Skilled Worker who receives a positive Conclusive Grounds decision under the National Referral Mechanism, confirming they are a victim of modern slavery, will be allowed to work for any employer. This protection lasts for the remainder of the person's existing immigration permission but does not extend that permission's duration. The Home Office states the change "removes the immediate tie to the sponsoring employer" for qualifying individuals.

Work and Family Route Amendments

The package includes several other amendments commencing on October 8. Eligibility under the Appendix for Victims of Domestic Abuse is expanded to include adult dependent children. Changes to the Hong Kong British National (Overseas) route will allow dependent children under 18 at the date of application to settle with their parents without first completing a separate five-year continuous residence period.

Erasmus+ activities will become available through the Visitor, Student, and Government Authorised Exchange routes from October 8. A transitional rule states that applications made before October 8 will be decided under the rules in force on October 7. This applies to applications for entry clearance, Electronic Travel Authorisation, permission to enter or stay, and certain claims or reviews.

Student Visa Maintenance Increases

A separate change increases the financial maintenance requirements for the Student visa route. The new, higher thresholds will come into force on November 30, 2026, distinct from the main October changes.

EU Settlement Scheme and Process Changes

Amendments to the EU Settlement Scheme (EUSS) include the removal of the administrative review route from the rules, effective October 8. A further EUSS amendment concerning identity documents will take effect on December 9. Separately, the package introduces a fee-free human rights claim for certain individuals within the Family Returns Process.

The explanatory memorandum for HC 584 was prepared by the Home Office. It names Jo White MP, the Minister for Migration and Citizenship, and Kristian Armstrong, a Home Office Director, as confirming the document meets required standards.
