Quebec selects 790 PSTQ candidates for permanent residence
Quebec invited 790 skilled workers in healthcare, construction, and tech to apply for immigration on August 27, 2026.

Quebec's Ministry of Immigration, Francisation and Integration (MIFI) invited 790 candidates to apply for permanent selection on August 27, 2026. This was the eighth selection round under the Skilled Worker Selection Program (PSTQ) held in 2026, according to the source report.
Those who received invitations can now submit complete applications for a Quebec Selection Certificate (CSQ). A CSQ allows an applicant to then seek permanent residence from the Canadian federal government with the intention of settling in Quebec. The ministry drew candidate profiles from its pool on August 24.
Stream 1: Highly qualified skills
Stream 1, for workers in high-skilled TEER 0-2 occupations, saw 87 invitations issued across three separate exercises. All candidates needed to be living in Quebec and have 12 months of work experience within the last five years.
The first exercise targeted ten priority occupations in healthcare, social services, education, and natural sciences. These included biologists, early childhood educators, and physician assistants. Exercise two specifically targeted chefs and food service supervisors. The third exercise focused on 26 priority occupations, largely in engineering, manufacturing, skilled trades, and technology.
Stream 2: Intermediate and manual skills
The largest number of invitations, 324, went to candidates in Stream 2. This stream is for workers in intermediate and manual TEER 3-5 occupations. Candidates needed 24 months of work experience in the last five years, with 12 of those months spent working in Quebec.
Four exercises were conducted under this stream. The first targeted six occupations in healthcare, education, and home care, such as home support workers and nurse aides. Exercise two targeted cooks and light duty cleaners. The third exercise focused on 11 occupations in construction, manufacturing, and transportation, including roofers and transport truck drivers. A fourth exercise invited candidates with any TEER 4 or 5 level occupation, with no specific list.
Stream 3: Regulated professions
Stream 3 accounted for 109 invitations. All candidates in this stream must intend to work in a regulated profession and reside in Quebec.
Three exercises were held. The first targeted 32 regulated occupations in healthcare, education, and social services, including doctors, dentists, and teachers. The second exercise focused on 30 occupations in engineering, skilled trades, and transportation, such as civil engineers and electricians. A third exercise required candidates to demonstrate an intent to practice in a regulated profession, but did not list specific occupations.
Stream 4: No specific criteria
The source report states that selections were made under all four PSTQ streams. However, it provides no specific details, occupation lists, or invitation counts for Stream 4. The ministry's draw covered the full program scope.
