The invitations were split between the two pathways of the stream, targeting both in-province and overseas candidates who had previously been invited through a strategic recruitment mission or the now-expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Candidates (TPP). Eligibility and Allocation

Candidates needed to indicate in their Expression of Interest (EOI) that they had been invited via one of the specified recruitment initiatives.
