IRCC to Launch New Express Entry Platform with Expression

Immigration, Refugees and Citizenship Canada (IRCC) is building a new digital platform to manage Express Entry applications. The department revealed the plan in its 2026 Deputy Minister Transition Binder, listing the rollout of a new Expression of Interest system as a priority for the coming year.
This technological overhaul is part of IRCC's broader Digital Platform Modernization program. The initiative aims to replace the aging Global Case Management System (GCMS), which the department describes as complex, fragile, and unable to meet current demands after more than 20 years of use.
A New System for Managing Interest
The first release of the new case management platform will include a fresh Expression of Interest system to handle Express Entry applications. IRCC states that the current technology limits its ability to respond quickly to changing immigration priorities and events. The new platform is designed to support faster implementation of policy changes while providing greater technical stability.
Importantly, this announcement is not a replacement of the Express Entry system itself. IRCC has not announced new eligibility requirements, a new Comprehensive Ranking System (CRS), or a specific launch date for the Expression of Interest system. The change concerns the underlying digital infrastructure.
Why Modernization Is a Priority
IRCC says its existing systems make operational agility difficult. The new platforms are being built to allow the department to implement policy shifts more swiftly. Express Entry has been selected as an early focus for the modernization because it is Canada's main application management system for federal skilled immigration.
The technology could make it easier for IRCC to manage future adjustments to category-based selection, intake management, and other policies. However, the new platform does not grant IRCC new legal powers; changes to selection rules must still follow existing legislation, regulations, and ministerial instructions.
The department plans to introduce the technology in phases to mitigate risk, as the systems handle millions of immigration and citizenship transactions annually.
Enhanced Tools for Processing and Clients
Behind the scenes, the new platform will support greater automation for straightforward cases and integrate artificial intelligence to assist decision-makers. A separate enterprise data platform will enable advanced analytics, improved reporting, and better risk management. IRCC emphasizes that these tools are meant to support officers, not replace human oversight.
For applicants, the changes will extend to the client experience. IRCC is developing a single online account to eventually consolidate its various legacy portals. This account has already been introduced for some services.

Broader Reform Context
The technology overhaul coincides with separate government consultations on potential Express Entry policy reforms. In spring 2026, IRCC consulted on modernizing the federal high-skilled programs and the CRS. Separate consultations on Express Entry categories for 7 also took place, examining priorities like attracting highly skilled international workers.
Initiatives such as Canada's International Talent Attraction Strategy and the National Artificial Intelligence Strategy could influence future Express Entry categories. A more flexible digital platform could arrive as Canada considers these broader changes to how it selects skilled immigrants.
