Canada Ends Hong Kong Permanent Residence Pathways
Canada has closed its direct permanent residence pathways for eligible Hongkongers as of August 31, 2026. Over 33,000 applications remain in a backlog, with processing times exceeding a decade due to limited admission spaces.

Canada has stopped accepting new applications for permanent residence from eligible Hongkongers. The window for direct applications closed on August 31, 2026, as confirmed by an Immigration, Refugees and Citizenship Canada (IRCC) news release from August 28.
Applications submitted on or before the deadline will continue to be processed. However, most applicants can expect their files to be finalized only after 2027, according to a federal government briefing.
Processing Backlog and Wait Times
High demand has created a massive queue. More than 46,000 applications have been received under the Hong Kong pathways, with over 33,000 still in the backlog, an IRCC official told reporters. Processing times now stretch beyond 10 years, according to IRCC's online tool.
This lengthy wait is not due to a lack of processing capacity. An immigration officer cannot finalize a permanent residence decision until a spot becomes available under the federal government's annual admissions targets. Admissions allotted to Hongkongers for 2026 will come from a broader "Other" category totaling 5,800 spaces, which also includes responses to situations in Ukraine and Sudan.
Canada plans to admit 446,000 permanent residents in 2026 overall. Since the pathways launched, Canada has admitted 13,370 new permanent residents through them.
Pathway Requirements and Evolution
The now-closed pathways offered a guaranteed route to apply for permanent residence. They required Hongkongers to meet modest requirements for in-Canada work experience or Canadian post-secondary education, along with basic official language proficiency.
IRCC launched these time-limited pathways in June 2021 via a public policy. Both original pathways included education requirements, but IRCC removed the post-secondary graduation requirement from the work experience stream in August 2023.
Alternative Options for Applicants
Foreign nationals facing decade-long waits can pursue other permanent residence routes simultaneously. These include economic, family sponsorship, and humanitarian and compassionate pathways. IRCC permits applications through more than one route at the same time, though only one can be finalized. Once one is approved, the others must be withdrawn for a visa to be issued.
A separate three-year open work permit remains available. This permit is open to foreign nationals who have already applied for permanent residence under the Hong Kong pathways. Intake for this special work permit is set to remain open through to May 2029.
An earlier open work permit policy for individuals with ties to Hong Kong and qualifying education was launched in February 2021. It was initially set to expire in 2023 but was later extended to 2025. The permanent residence pathways closed on their originally scheduled date.
